Resident Qualification

Who qualifies as a resident?

In hosting the Washington State Road Running Championships, Bloomsday awards prize money to top finishers who are residents of the State of Washington. 

To be considered a resident in either of these categories, a runner must be currently residing in the state of Washington and must have been residing there continuously for at least one year (365 days) prior to the Bloomsday 2023 race. This must be an actual place of residence, not just an address where mail and/or official documents are sent. A driver's license, voter registration card, and other official documents do not automatically establish residency for the purposes of this competition. College or graduate students who attend school in the state of Washington but whose permanent residences are elsewhere do not meet these residency requirements. Exceptions to this rule are:

1. Full-time students who are away at college or graduate school who otherwise meet the residency requirements for the state of Washington set forth above. These individuals remain eligible under their permanent Washington address until they are out of school and do not return to the state of Washington. If, however, they establish formal residency elsewhere while in school, they are not eligible for this competition.
2. Members of the military who are stationed in the state of Washington who are on assignment elsewhere.
3. Runners who meet the residency requirements, but who are temporarily living elsewhere (e.g. visit, vacation, training camp, etc.) remain eligible provided they have not lived outside the area for more than 60 days and have not established residency in a new location.

Bloomsday will investigate each runner’s eligibility and qualification for the Washington State Road Running Championships (“WSRRC”). This investigation can take up to 90 days.  As a part of that investigation process, Bloomsday may require the runner to complete and sign an Affidavit attesting to the residency requirements described above.  If the runner chooses not to comply with Bloomsday’s demand for an Affidavit, or any other request for information, then the runner will be declared ineligible for the WSRRC. 

Please Note: Citizenship is not a requirement for residency. Foreign nationals are eligible if they meet these residency requirements.
